Unless your PCs have large hard drives and users don't mind waiting for the client to sync. You can't use it as a home drive replacement. There are 3rd party utility's that come at a price. The question is : is it more cost effective to use my on prem file server or pay however much to much one drive functional annually?

Basically you can run a powershell script to remove the provisioned apps. They don't roam they are stored in appdata local. The store can be disabled. You can use applocker to disable it. There is a shift to users installing software. SCCM and intune support this model. Its best to remove the provisioned apps when you deploy the image and uninstall onedrive for all users.
