ISTR Cable way gaf has a non-sticky centre line. I can't tell if that is what the gun applies. It makes a big difference if the cable is going to be down for a while.

No. There really isn't a good solution. Only less bad ones. You can get cable protector that is slit along the back allowing you to "snap" it around cables. However, it is only a marginal improvement as a trip hazard. If possible, go up over walkways. It seldom is though...

Either replace all those joists to reach the bearer, and use hangers, or possibly (many years since I dealt with building regs) put a couple of side - side joist in to carry the ends. ETA - It might be worth contacting your local building control. It may be that your conservatory is "outside of the scope" or it maybe that you don't want them involved because it ISN'T outside the scope, and you haven't applied.
