As you based in Kent, you may have heard of EiS Kent, they have a dedicate ICT consultant team there, which I used to use them quite a lot for their expert advice so possibly you may want to make a phone call to them and ask for advice. They have a managed system called EiS.Net or something similar and our school used to have it installed, which could be very good alternative to CC3 or CC4, we used to have CC4 too, but we went to Vanilla network and just using Windows server and System center and it's much better CC4. For network,cabling and wireless, I would recommend to get in touch with NCS Technology, who is based in Maidstone, I use them from time to time and they provide very good service. One server can be good enough for what you want to do, but considering Hyper-V VM replica or fail-over, you probably want to have two servers at least. Also do not forget where to want to store all those VMs, I am using storage spaces technology and this has been good to me.

How about using Supermicro server, if you can do it yourself, the price is a lot cheaper and you can select your own parts and they have motherboard with Intel Xeon D processor series embedded, which would be good enough for primary school.
