Ensure to update WADK You can add 20H2 into existing Operating System folder and go into edit Task Sequence and change the Install OS to reflect OS version you want to use. So having 2 CPUs will be overkill for your workload for just 2 VMs and also you will have to pay more for your server licensing to cover those two processors. In my opinion, 1 x (8 Cores) Processor will be more than enough with 16GB. I think your main bottleneck to consider is your storage, so please spend more money on SSD storage to provide fast read and write to your SQL and Files Server. It is no point of having a high spec server with low-speed HDD SATA drive.

How about running your test system and CC4 in parallel, this what I did a few years ago. You do not have to disconnect your CC4 in the summer, just let it run and give yourself a bit more time to test and learn your new system. When you have got a new budget then you can buy a new server that capable of running 1 DC and 1 SCCM server and over the period of time, when you are confident with your new system, you can buy more hardware and expand your system how you want.
