Not with a simple setting no, but you can use things like DLP, labelling and hiding directories to make it difficult. However, limiting these things is, to me, an absolute waste of time and effort anyway!

In the Admin Console go to Billing > Licence Settings and se if you have "Google Workspace for Education" in the licencing settings.

They do now. Well anything you create/edit now does. Any Google file types you don't touch from the point limits are put in don't count until you open them again.

We use Google sync, and sync runs overnight with Lightspeed Filter. There is a sync now option in Settings > User & Group Management > SIS for us, but I don't know if that is also the case with AD.

I don't know where you heard that, but that is completely untrue. Legislation can be changed. Progress is made. The point is that currently you have no standardisation. Standardising it will reduce the amount of waste. Long term, once a new USB connector is needed, then they can look at that and change the legislation, can't they? What you have at the moment is Apple using proprietary ports in order to leverage licensing requirements. Standardising stops that. Thankfully.
