Nope, I'm not a developer. I didn't say there was anything wrong with off the shelf products, but lots of people claim to be "web designers" when they simply upload Joomla and a theme.

Do you have the relevant skills to design & develop a website? Or is "create a website" just uploading Joomla with a few tweaks to a template? I guess it depends on the functionality they want on the website really, I'm not a fan of per hour rates I'd much prefer a "fixed price".

Plesk doesn't have any facility to extract a .zip, but I think there is a Joomla component that will do it for you. Or ask your host to extract it for you directly on the server. -

Why are you concerned for them? The best people to call are social services or the NSPCC, of if you think the child is in immediate danger or at risk the police.

They've admitted that they have made a mistake and want you to go in and sort it. So do the right thing and go and sign the paperwork. If you don't go in and sign it, they will just arrange for the car to be towed away as it doesn't belong to you - simple!

A postal address? There website does not display one (from what I could see) which is against the Distance selling regulations. -

You would need a VPS/Dedicated Server for that sort of disk space, it just would not be feasible to offer it on shared hosting. For a busy VLE a VPS/Dedicated Server is the best way to go anyway. -
