If you have your chromebooks enterprise enrolled you have built in remote to them via the Google admin console. Just go to the device in the admin console and it should be an option in the menu along with reboot etc. Beleiev it just uses the free chrome remote desktop tool but it's all built in so super easy to use.

I've found apple support very helpful with this issue and others when staff have signed in with personal and locked to them rather than us. HyperV works and behaves differently to ESXi on vCPU in my experience.

Have you had a look at the range of Startech? They have a wide range of docks / port replicators. You mentioned a Dell TB4 maybe some of the others they make maybe suitable and cheaper. We used to use a lot of the Dell D6000 (now eol but replaced with a new version) they were about £150gbp at times and did dual screens enough usb ports and charging.
