What server edition are you using. or are you just using quotas. Windows Storage server does the job properly.

what are your settings on redirected documents in group policy? as in basic or advanced and what do you have selected under the settings tab?

Build your own server and use open-source OpenFiler. We spent 4k and now have 28TB of storage.

+ for Gparted tool.... Very good.. Bit scary to use but has never failed me yet.
