Would any business or government department or social service give you access prior to your start date? You can usually do this through the device enrolment procedure in your MDM. Which MD do you use? I believe if an iPad is being added to DEP/Automated Device Enrolment, there is a period of 30 days where the device can be un-enrolled by removing the profile on the device itself, but after that you can onyl do this through ASM. I do it with Apple Configurator 2, applying a Blueprint that you configure with both the MDM enrollemnt URL & your ASM account with device permissions.

I think you should push back, as deploying an instant-messaging system is purely replicating a function that software your site is already using (e.g. Teams.) Could you direct them to use the 'Urgent' feature in Teams Chat, with a guide & screenshots?
