You've most likely tried this, but just in case, have you tried plugging the tablet into a charger? Sometimes I have seen devices adjust their brightness up when being charged as they are feeding from the mains.

Just to check, the IP reservations, have you set them up on you local DHCP server for the Chrome Cast MAC addresses? If you don't get any joy from the above, it might be worth checking with SWGfL to ensure the IP addresses don't get SSL intercepted as well, since they may be expecting the correct certificate from Google, rather than the RM certificate which may need to be installed on the Chrome Cast.

As long as you don't try and control a package you have deployed with AD with a WPKG deployment script it should be fine. I'm currently using the WPKG-gp fork with Windows 7 and Windows 10, so I would have thought the standard one would too.

I can confirm it works on Windows 10. Do you have Dot Net Framework installed on the PC? I believe that is a prerequisite.
