    Last time I saw something like this it was corruption due to a fake capacity USB drive.

    I'd be trying to get to resource manager to see what's happening at this point.

    If I had the opportunity to start from scratch, I'd be looking at going completely cloud based, either Gsuite or Azure AD, it depends on what software your staff are using on a day to day basis.

    If it's for simple display stuff, I'd be looking at a compute stick or NUC.

    Have you checked the disk usage? Could be a failing drive slowing everything down?

    I know you can add Apple TV devices to an mdm like Meraki, we can force our iPads into single-app mode with it, but don't have an apple tv I can test with.

    You have free space on the vhd? running out of storage can cause these kinds of issues.
