When we configured our iPads with Apple Configurator it removed the App Store from the iPads, so no app purchases are possible. I don't know if this will be the same with Meraki

I so a System State Backup using Windows Server 2012's Backup facility, which backs up AD and GPO's I believe.

There is a GPO, Always wait for the network at startup, that should stop this. TO be honest, this is also a behavioural issue. I'd be having words with SLT if this occurred in my school, outlining how much it is likely to cost in replacement PSUs.
