BOth are right. There is a kit available for the 1900 but all it does in add brackets to the front and back to allow you to "bolt" the server into the shelf I would build a shelf into the rack with sliders and place the server on the rack

ok that is the structure of an SQL 2005 database. I think that the number you are getting is looking at one of the older databases. I can't see any reason for the server to run slowly with the configuration that you have. I would raise with Capita as this may be a problem inside the database
