I have never used the VAMT tool when I looked at it in an earlier version it was a mess and didn't really give anything useful to it maybe it has improved since then. What exactly is the VAMT tool doing to the machines for you? You do need a minimum number of machines polling for activation before it will spring into life - Understanding KMS gives you more information on what those numbers / combinations are. Have you got the minimum number of machines with the key from that technet in them trying to activate against the KMS?
