I'd say Mikrotik are a decent brand. Good performance kit with lots of features for not a great amount of money. I'm surprised I've not seen more of them in schools. The Mikrotik option or the Ubiquiti ES-16-XG are so cheap they're almost disposable, use them for 3 years then get rid when you get your new building.

Is there a keyboard shortcut for high contract mode? We've had a few users set their Windows 10 profile to black and white with the shortcut 'Ctrl + Win + C', which I guess could be when they're trying to use 'Ctrl + C'.

I can't answer about the SmartStart question. I made a bootable Server 2019 USB stick and it installed fine on a DL380e. iLO 4 works fine too.

Looks like a Dell K9703 for extending the network ports on a Dell PowerEdge 1850.

Based on the information from Microsoft here https://docs.microsoft.com/en-us/windows-server/get-started-19/install-upgrade-migrate-19 I've upgraded a couple of 2008 R2 servers to 2019 by upgrading to 2012, then 2016, finally 2019. However, I came across some more Microsoft documentation saying that you can go from 2008 R2 straight to 2012 R2, which would mean one less step as you can go from 2012 R2 to 2019. Fortunately I'm dealing with VMs so I can take snapshots should something go wrong but I haven't needed to revert.

Not Openreach, but we had a VM leased line installed. Installation was over 30k as there was no VM in the area and around 350m of roads had to be dug up. These quotes for an install at £2k sound very reasonable.

We use little Tripplite 1U 500va UPSs, they have a 1 or 2 switched IEC outlets that can be controlled via the control software on a PC connected via USB or serial. They do have a network expansion slot but we've never used it.

We've had some 1800-24G and 1810-24G switches replaced under warranty. Usuaully they are replaced with the same switch, although I think we might have had an 1810 back when we returned an 1800 once. We've never been asked for proof of purchase.

I used some of these when cleaning up our main server rack. Made it much neater!

We use the Casio lamp free projectors in all our classrooms, more recently the XJ-V10X. I've found that Stone Computers and Millgate tend to be a little cheaper than AV partsmaster.

We bought a DL380 Gen 8 from @ICTDirect_Dave this year, filled it up with some 2TB SATA drives and a pair of Samsung SSDs for the OS and are using it as a CCTV NVR without any issues.

There's an option to do this within the RMMC, under computer policies, in the logon category, there's a setting "Specify a user account to log on automatically". I think the username field needs username and domain.
