Reminds me of a key I used to have to use for vending machines at work. Around that size in green (but not quite the same shape, so perhaps not).

Lockout tag for something? Metal bit goes in somewhere and prevents something operating, blue bit is to put it in place without getting fingers near the mangly bits?

 

Can we see a side and end profile?

 

What job does the owner do?

I think it is a tag you use that is associated with a bar tap. When you order the drinks they tag it on the till to charge to that tab.

My guess would be an old style drinks stir with the metal end to replicate ice. I.e. You put the thing in the case in the freezer and then you can pop the metal end in your drink without getting it watery.

On a similar theme some pubs near us allow you to put your debit card into a draw and open a tab and they give you a key. You then go back at the end of the meal to pay your tab and they take your credit card out using that key to pay for the meal.
