Recently written a similar policy/ rules for our school as we expand. Helpdesk hours are 8-4 staff get an auto reply after those saying the helpdesk is now closed for that day and we will respond the next working day. SLT have our numbers Incase of emergency. We also set zabbix to only email us when core infrastructure fails .

I would go with fiber, and yes you can provide additional vlans. Just make sure they are setup on your core and then on your new switch

We are giving some laptops out to Support staff etc after we've re-imaged them, We are keeping a spare batch of them if we ever go back into remote learning.

We Always certify internal services where we can. It should be as simple as what you have said We use .local so we create internal dns zones on our internal dns, for example we did it for windows admin centre eg admincentre.county.sch.uk, which is only resolvable when connected to our network

Recently setup OSTicket on a server 2019 box to replace spiceworks cloud, I can send mail fine via our internal SMTP Relay , but when adding our office 365 credentials to pull mail down we get a timed out even though the port has been opened Thanks

We hide it for staff who don’t need it, 95% of staff do not need it , the staff that do need it have an ie shortcut on the desktop and are advised to only use it if they need to We moved to chromium edge/ google chrome over the summer -
