Only the really expensive testers will do Mhz rating/certification.

Rather than setup another AP for this, why not create another SSID on the existing CISCO APs - that SSID correlates to a dedicated VLAN with it's own DHCP pool, you could then setup a catch-all captive portal (using DNS Redirector running on the same Windows box would be one way) this way no matter what website you try to go to on that VLAN, you would always be "stuck" at your IIS site with instructions for installing the cert.
  3. You won't be able to do that - for ASA to work as the VPN endpoint it needs to be the default gateway (next hop out) to the Internet. You might look into using a server behind your Smoothwall UTM as the VPN endpoint instead, or fix the problem with the Smoothwall.
  4. I would suggest ReadyNAS by NETGEAR series, very reliable, haven't replaced once yet. Newer models do support AD integration, see: How do I configure active directory mode on my ReadyNAS OS 6 storage system? Alternatively, all models support an internal user/group database - you can use a common username and have several workstations all map a drive letter to that same share, using the same "generic" user. Buffalo Linkstation however, never again, I would like to go all "office space" on the 3 dead units I have besides me... (Note: NSFW / NSFS audio)
  5. Your asking what providers are available in your area? or how to combine them? Personally I like using different providers over different mediums (coax/cable vs. copper/phone vs. fiber) because that way when one goes down or gets hit by a shovel you can still be functioning. I'd look at a Balance Model Comparison | Peplink to combine multiple ISPs - go with whatever ISP is cheapest in your area.
  6. We use this: DNS Redirector - Captive Portal and Internet Filtering software that's scalable and network friendly - requires no subscription if you run it on your own server in-house.
  7. airFiber | Ubiquiti Networks, Inc. might be more appropriate, depending on bandwidth, and if wireless is the way you need to go. A hard line would be best, a directional boring machine, see: https://www.google.com/search?q=directional+boring+machine&tbm=isch can easily run a fiber conduit without breaking up the road. Your cable contractor would be the best one to tell you if this is appropriate, and pull any necessary permits.

The ones where the metal mesh is less than 1" separation you should avoid. We had used plastic covers in the past, but kids would throw basketballs at them and they would crack and fall. Metal holds up much better.
  9. Everything I've used to filter works like that - for certain "big" sites to work there are often a few other domains/URLs you have to allow, usually CDNs or parent companies.

  11. Client computers get what DNS servers via DHCP? (only existing AD DNS server's I hope) Do you use VLANs anywhere? Cisco or Netgear switches perhaps? (portfast or STP issue)

DNS Redirector can do your first bullet point (collecting name, email, phone, and sending the SMS), not sure about the second - unless you're saying the password they get via SMS is what lets them on the second student SSID? or do they already know their radius/AD credential? You can captive portal them and authenticate to AD pretty easily, but radius takes a little more effort.
  13. I have some schools with 4 lines; sometimes all from the same ISP, just to get more bandwidth - sometimes for redundancy. I often use Peplink devices to combine the throughput or handle failover.
