No offence but if you dont understand the basics of the windows licensing scheme you may struggle. in a cmd prompt run arp -a to see the routing table and see if theres a match to the mac address.

Reset the bulb timer in the menu system - it doesnt reset when you chnage the bulb and has been known to cause this .

Id play the need to get a part number so i can get a replacement ordered.

In which case it is definatly a class 2 appliance and should be tested as such (even if it doewsnt carry the mark).

Is it a two pin connector to the laptop?

It looks like a class 2 appliace and therfore wont need an earth bond test to pass anyway - whats he testing the bond to ?
