I know what you mean, but it's accessible from the pavement so that people don't have to walk over the grass/dirt verge to sit on it. It also doesn't block the pavement as it would if it was against the wall facing the road. I think it's a good shout, personally.

 

Now if it was against the wall and facing the wall...that would be really weird!
