Nnnngh it looks so familar (first one). If it looks as familiar as it does I'd say Atari. The only similar games my brain can let me remember are tank commander and stunt bike/stunt bmx and it's neither of those!

BTW, the Cheese was a very fast ship in the game which could not only get you from a to b in the city but also take you to special places above the surface.
