I've got the new Files Experience on a number of my tenants. Are you accessing Teams via the browser or the app? You may need to update the app or refresh the browser? Which browser are you using? Click Profile circle in top right -> Check for updates

In Word Online and Word desktop (+OneNote, OneNote Online, Outlook, Outlook Online) you can click the Dictate button but you must be using Office 365 ProPlus https://support.office.com/en-us/article/dictate-your-documents-d4fd296e-8f15-4168-afec-1f95b13a6408 In Windows 10, Windows + H used to be for US English only initially.
