Would it really be the end of the world for a pen pusher somewhere to put his foot down and force all LEAs to block access to the site/toolbar until further notice?

The sheer fact that there is a Police investigation regarding a website used in schools throughout the whole country, suggests to me that it should not be a local decision.

Seems a lot of money. Will you need a soldering Iron for clients computers? I'd start off with some cheaper components, screwdrivers, tweezers etc. Then build your collection up from there.
