For a cost effective telephone solution, consider FreePBX, The "Free" Stands for Freedom | FreePBX, which is well within your price range and allows VOIP. For wireless the most cost effective solution is Ubiquiti, UniFi | Ubiquiti Networks, Inc., I have not used it personally but it allows for a staged install as you describe, you simply buy access points as and when you can, there is a wealth of opinion on this site about this solution. From past experience, Linux is a little pain to get working, however it just runs after that, my CDserver ran on vmware without a hitch for three years. If authentication is not a problem then a samba share available to everyone is the easiest way. I would plumb for Ubuntu as the community is fairly strong. I think if you separate the need to display the choices they have made you can achieve this with google docs, wufoo or even surveymonkey, the requirement to see the choices they made can be included in an email with the survey link, that way you eliminate the need for securing access to the information and more importantly preventing other people from seeing other peoples choices. Wufoo allows branching based on choices, so that would fulfill one of your requirements, and of course these services are very good at summary. The only problem i see is user verification which you can enforce with a unique reference on the email.

Sounds like you have an encrypted hard drive, I would try a different computer, some of these programs run on flash or java, might be worth updating these, I would personally keep the encryption but if you can't resolve format the hard drive to remove the encrpytion.

I enquired about these from an engineer that carries out installations and he stated that the Casio projector brightness halves at 10,000 hours and as there is no replaceable parts you need to discard them at the end of their life, now taking this with a pinch of salt as the source is biased but I'm not sure its worth the premium over short throw or ultra short throws if all you get is 10,000 hours of decent image quality.
