I spotted Channel 4 clip bank at BETT. It's not free (I didn't have time to ask how much?), but I might solution worth looking at, particularly if you can get departments to split the cost.

We share a sixthform with the boys school next door. They use the same setup but put a random two digit number on the end. Generaly we use the same usernames when adding them onto our system.
My old place used to use accession numbers, this caused no end of trouble since every year the office wanted to wait longer and longer before issuing them. The last intake before I left were waiting for two weeks.

A P4 3.2GHz dual core with 2gb RAM that the old technician built.
I've also got an P4 1.7 512mb RM laptop which it now about 6 years old.

I wouldn't use the netlogon folder, create your own shared folder for the purpose (maybe two one for users, one for computers). Bare in mind students will need write access to the folder (make it a hidden share using $ at the end of the sharename).
Also you're missing the \\ from the UNC path. It might even require a mapped drive, I'm not sure.
Ahhhhhh don't I keep on having to slow down to read road signs. I guess it's just part of my rapid decent towards 30 (the first symptom being the discovery I couldn't mix my drinks on a work night). Oh well, I still have a better hair line then my younger brother.
