We have loads of problems with Cubase not working with no Admin rights not loading the Midi voices properly (called HALION 1), but when they do work - they work well, not much latency. We use keyboards with integrated sound cards the M-AUDIO Keystudio 49i

Have you had a look at Microsoft's DPM ? Cost us £30 on the schools agreement, and is pretty good actually!

We had this problem too - what you have to do is go to the U3 software, settings, uninstall, then click uninstall U3 launchpad. Found this, Removing U3 Launchpad on a PC
