What about creating a custom mmc for it? Create Taskpads for Active Directory Operations Delegate control, give them only the enable/disable button, only for the accounts required. Manual control, less chance of messing something up

Nope, you licence Physical Processors. That means any processors the vm's licenced by datacenter can run on need to be licenced for datacentre edition. Also, if you're under an LEA it might be worth getting in contact and asking if they've a copyright manager/administrator.
