You can install Windows 10 on a first gen Core 2 Duo (and it works) so yes!

Yes, Windows 10 is absolutely fine. I've tried it on HP machines (both desktop and laptop) from 4th generation Intel Core ix all the way back to Core 2 Duo. No problems

Of course, you'll need to get a new monitor to truly enjoy either of these PCs.
