This was done hand held too. 1/8th of a second ... Virginia Water a couple of years back (Might have been posted earlier in the thread).

Daytime water is quite and easy one to get the long exposure look on freehand as you don't need more that 1/4 second exposure, so bracing your arm against something or even keeping them tight in to your body to take the picture will normally get you the result you're after.

 

Night time and dusk photos of water need a tripod but the results are more than worth taking the tripod with you.
