First look at what network works around your area and the schools, most networks have parental controls but if you are worried about it get a non data contract & tell her if she is good you will add data at a later date. Always good to have a bit of leverage over the kids. I have 3 phones on Vodafone all calls & text + 500GB data £13 a month which I think is pretty good..

Had this at a school a couple of years ago, we ended up setting up a old PC with Google cloud print gave it a pin number and printed via that it was a bit random and did not always print. Good Luck

I have worked in primary schools for a number of years and any teaching staff have always had a laptop supplied, I tend to use Dell with a three year pro support (next day fix), they do a good Latitude educational range newer models tend to have very few USB ports now but a 4 port adaptor can be picked up very cheap these days.
