I think the Panasonic DMR-HWT130EB will do all of that, there are some complaints that the interface can be a bit laggy so I'd go and have a play with one first.

It depends how computer literate the mil is, the kindle is by far the easiest with whispersync from the Amazon store, but yes you are tied to Amazon, although that can by tweeked by using Calibre. The Nook isn't as user friendly and there are some doubts about how much longer Barnes and Nobles are going to continue down the ebook route. The Kobo is good, but can be a faff using with different stores.

The ebook format doesn't really matter, Calibre does a great job of converting between formats

If its purely as an e-reader then the Kindle Paperwhite is incredible, for reading there is nothing that comes close to the quality of the screen on it.
