I understand SIMS 8 is planning to have a much more comprehensive logging and auditing feature set. Obviously doesn't help you here but thought it worth a mention!

I'm not aware any logging goes on for who created a record. If the record has now been deleted it is even more difficult!

Free software huh?! Jokes aside, what do you want it to do? Because really a register is just a list, maybe using Google apps spreadsheet would get the job done. In the cloud accessible by many on many devices. You can make it do what you want too with very simple tweaking.

Personally I'm reserving any judgement until some sort of official confirmation here, everything has been hearsay and from a Capita partner... all of which could be correct, taken out of context or complete tosh! Granted it isn't the first time they have done something like this (Academies re-licence anyone ) but I just don't get that feeling here seems a bit odd.
