Well that's easy then; the mask to achieve that is 0077, not 0022. The reason you don't think it's working is that you're not actually changing the mask in your tests. From pam_mkhomedir(8):

Seriously, how this can this still be a thing in almost 2019? I just went through password reset and appallingly, all the generated links are http and none of the reset or login pages redirected to https. Please say Santa is finally fixing this over this holiday season? -
OP already said gparted shows the resized volume. Sounds more like the missing step is resizing the filesystem, try resize2fs (or xfs_grow if it's an xfs filesystem).

You need the matching debconf package (right version, architecture, etc) from packages.debian.org and use dpkg -i to overall it. (If you don't even have dpkg available, you're stuffed and that system is designed broken.) -

I design, build, monitor and maintain highly available, highly redundant, can-never-be-down Linux systems for clients in biomedical, engineering, research and other sectors. We've done e.g. geo-redundant SANs, parallel compute clusters, n-way routers - everything's bespoke. -

Any decent controller will import the settings back off the disks again when they are reconnected. If it didn't, you wouldn't be able to replace the controller in case of hardware failure.

LVM. Start the volumes small and grow them as needed, much easier than trying to shrink stuff later.

Hmm. Slotting blocks together without understanding what they do or how they work has never seemed a good way to learn to be. You really don't need S3 or Heroku for this. The Django project's own documentation and tutorials really are excellent though: https://docs.djangoproject.com/en/1.8/
