What version of Windows and what kind of laptops, TPM? If you have Vista, 7 Pro or 8 Enterpise then just use bitlocker, configurable via GPO but may need a bios tweak (which can be pushed remotely to come laptops( to enable the TPM and the OS to take ownership. Feel free to correct but in heavy fog I though the best bet was dipped or no head lights and fog lights as they are lower and don't throwback to much light so you can actually see and be seen. Yes, it should work like this, I have done many expansions a drive at time upgrading one of set t a time to keep it live. As long as thy are bigger than the current ones you should be fine. As always take a backup first as good practice and for safety.

Also Exchange 2k3 to O365 or Exchange 2010 or above de-single-instances the data so if your current DB is 50GB deduped and lots of users have lots of the same stuff it can easily be 300GB or more by the time your finished. The station mode thing is common, I ditched my usage of 2012 and went back to 2011 because I could not fix them without a full reinstall. 2011 you could at least force ctrl-alt-del then force station mode. MPS is unstable and MS does not seem to care.

Looks like a full sized one so a usb to serial adaptor and you'd be away. Have used my tablet for the same thing (ASUS vivotab smart with adaptor). Server hardware is just hardware and drivers designed for stability and always on running, so better hard drives, efficient PSU, motherboards with thicker PCB tracks and better capacitors, better support, well tested drivers that should make it less likely to crash, ram with ecc checking to prevent certain errors and keep running, hot plug hardware for swapping drives/ram in some boxes. Duplication of certain bits for redundancy like the power supply/ram/hd/ssd/even cpu in some cases. It depends on what you want to spend and how reliable and supported it needs to be for the application.

I'd be looking at a fault with the RT also, they are really good wireless wise. Also the Ruckus gear is actually heavily tweaked to handle the issues with the iOS wifi stack and the little glitches that make iOS devices require more WAPs than other devices because of their questionable decisions wireless wise as they are designed for small home networks. This came from Ruckus themselves at some of their training with one of the engineers who loves Apple stuff massively but told us that a large amount of extra effort was made to make iOS behave with the Ruckus system. So the Ruckus gear itself may be covering up for the ipads where as any issues with the RT are unlikely to be catered for yet. They do have better antenna than some of the dirt cheap android stuff though and most of the chromebooks I have looked at are made from bargin bin components that are not spectacular.

I can, the PS4 is a tiny bit better at killing off jaggies at edges and has better handling of the smoke/dust particle layers however this just means you have a more compromised view than the XB1 and you are right, this is pre tweaks. Some bits look better on 4 and some on the one, they are very, very close though and it takes some doing to find the differences. Still trust them to fix the one better than the 4 and it can do more than just be a games machine which I actually like, if only they would release those features to NZ.
