Well, I managed to get a character created - then couldn't get online.
When I was pitched back into the main game I then couldn't start any missions or switch character....which is concerning.
However I didn't really have a chance to try any workarounds, so will have another go in a day or two...after I build my new system for BF4 ;-)
How's your monitoring? Maybe installing and configuring Nagios would be a good use of your time?

You could try bumping up the logging to see if you get any clues as to the issue? Want help with IIS SMTP Service? Please enable logging. - IISLogs.com
It's also worth looking in server config > hub transport > right click server and properties
there's an 'external DNS lookups' tab that can be used to set the DNS lookups to use different servers than the servers configured adapters. The send connectors also have a check box marked "use source server's external dns lookup" to enable this.
