If you are a Hybrid environment then Microsoft only support if theres an on prem Exchange to manage the AD entries. You can do it through other tools like ADSIEdit but its not supported. If the on prem isn't hosting any mailboxes then its very light weight and can be run on a low powered VM. Microsoft would also licence it for free if it was just to support hybrid.

Jam software Treesize will allow you to report of duplicate files with various search parameters including file type and min size. Not free but not expensive and very useful.

As already said you should try speed tests when there is low or nil network utilisation. If you have access to router or firewall/filter stats you can sometimes see what the 'background' schools internet usage is at the time you run the speed test, that should give you an indication of what the true speed is. I imagine that most FSD miles are highway driving and if the US is like the UK then highway miles are the safest type of driving so the gap would probably narrow a bit more. My sons school uses EduLink. Comms come through via the via the in app messages and a copy via email. I like getting both. Having a copy of messages in my email means I have a permanent record of that communication that won't go away as soon as my child is off role. Having an app is useful for things like time tables, attendance, behaviour, updating info etc.

If I remember correctly when setting up MFA with your phone number Microsoft are explicit that the number will only be used for sending the sms. They may withhold it from reports because of this. I know that it shows when you look at the specific users details in Entra. If the phone number isn't in your MIS then I would be careful using MS to track down the owner.

The problem with this is time constrained users will just copy their whole downloads folder to somewhere else. I'd try and script a move of the download folders to outside their home folder so it doesn't get picked up by the migration tool and allow them read only access for a set time.

I would put something in there that explicitly mentions GDPR and DPIAs and whose responsibility they are.
