Graphics card suggestions for 4K @60Hz to two screens (extended desktop and mirrored)

So I need a (low cost) solution to have two 4k screens used in duplicate and extended desktop (but not at the same time) dependent upon the user in a SFF PC.

HDMI would be the easiest as DP 2.0 tends to be expensive and the cables even more so unless you can inform me differently.

The best I can find so far will only support 4K at 30 Hz on 2 or more screens.

I need to do this for 45 rooms...

Why DP 2.0? DP 1.4 supports 4k@60 with no compression, and DP 1.4 cables are just as cheap as HDMI cables that can carry the 32 Gbps needed for 4k@60 with no compression.

Bit more info, we need a 3m and a 5m lead for each install, the cheapes 5m 1.4 Diplay port lead I can find is 25 +vat.

We have a Lenoveo GT720 with dual DP but can only get 1080 on both 4K screens.

Site is one of those you have to have an a/c to access, though I assume a new customer would get the same price. PM me if any good.
