For a while now we've been experiencing a problem where users are unable to access the Internet after a PC has been rebuilt. When they start IE, it sits for ages trying to access the page and then fails.

This is fixed if we log in the the machine as an Administrator. We're having to log in to all PCs that we rebuild as Administrator, only once, and then start IE. It then gets to the Internet fine and doesn't complain again unless rebuilt.

Does anyone know what the problem might be? We have Bloxx as our filtering server and this problem has been noticed since Bloxx was installed, however, they have been unable find any issues. We use Bloxx as a proxy server and the proxy is pushed through to all machines on the network using the Default Domain Policy.

Make sure policy inheritance isn't blocked on your OUs. I would also recommend setting the proxy settings on the OUs which contain your user and computer objects.

For example, create an OU called Curriculum, then two sub OUs called Students and the other Workstations. Place users and computers in the relevant OU, then configure the proxy policies on the root Curriculum OU. This will then be inherited by the sub OUs (by default) unless you block inheritance.

We've already exhausted all those possibilities. We've unblocked all inheritance. We've put the settings in all the GPOs. Staff, Students and PCs. Taken them all out, tried it in just the DDP, and put them back in again.

Still no luck...
