Our domain controller has been around the block and we would like to make a new 2012 network (with the same name) to replace our current one that has a few issues that nobody has been able to fix over the years. I'm praying that there is a way to migrate the old users and computers information (with the matching ssid). Anyone know of a tool that will essentially allow me to grab this info, put it on a drive and import it to the new AD server?

(I'm asking here before I've googled it. Google let's me make bad choices among many solutions, Edugeek gives good advice.)

The more I think about it, the more doubtful I can see this happening. From what I've read the Active Directory Migration Tool requires both servers to be connected over a network. I simply can't just export a file and import it.

Can't you just add a second dc , promote it and then remove the original dc

We can't promote or replicate anything off the current dc.
