Thank you for the sensible suggestions on what this could be. There's nothing the other side of the wall, just a plug socket.

 

Could it be taking a spur feed from the socket to something electrical in the garden? Take the plate off the sucker and see if there anything feeding through the wall.

Oh dear. Should have read take the plate off the socket! :doh: As in the front part of the electrical socket - I'd call it the face plate, but that could just be me....

 

Best turn the power of first :eek:

If its 15mm copper is suspect its a Central heating boiler overflow or blow out. If the boiler overheats or becomes too pressurised it can release hot water/ steam through it.they usually point down to stop them spraying everywhere.
