I only have a Windows 8 professional License will this work for Windows 8.1 Professional or will I have to download that separately?

If it is a volume licencing agreement your account should already be set up on the MS volume licencing site by the Network Manager (or previous one). If you dont have access too that, call MS and tell them to change the email address its attached too.

Should buy through a reseller, you tend to get better deals than what the council offers (speaking from experience from bedfordshire). Bedfordshire charged something like £56 for office and windows combined per full time user which the school just accepted. I got it from Pugh at about half that cost (maybe less).

We used to do the same, our Council have a deal with Phoenixs. We switched to ordering direct from Phoenix but still using the councils account. Prices were the same regardless, just speeded up the process. If your council is running similar then there should be someone there responsible for purchasing the licensing and managing the VLSC account. You need to find out who that is and they should be able to give you download access to the VLSC.

Bitlocker is also only on Enterprise I think.

Bitlocker is also only on Enterprise I think. That assumes that you have SA. Having a volume license doesn't necessarily give you access to SA stuff. But if you do have SA, go ahead and fill your boots

From what I remember you only get 3 days to activate before windows becomes useless (mind you some people think windows is useless even after activation!) no you can get up to 120 days iirc and even then it works just nags you. i bought an oem lic no disc for my new nuc and used the pro dvd from vlsc quite happily
