Bromcom chosen to deliver MIS services to 1,100 schools in Northern Ireland 24 January 2024 / Scott Biggs In 2022, the Education Authority (EA) Northern Ireland tendered to replace the School Management System in all their 1,100 schools and expand to other educational settings. With the EdIS Strategic Partner and School Management System, EA has secured the implementation of a world-leading, cloud-based, functionally rich solution to replace the current on-premises solution. The links will show how the EDIS tender was run as an open competition. It is claimed to be the largest contract of its type in Europe! It was run as a “competitive procedure with negotiation”, which is a method of open competition. Open means that it was publicly advertised, and anyone/business qualified or interested is allowed to participate. It is worth nothing that the goal of open competition is to promote fairness, transparency and equality of opportunity, allowing the best submission to be selected based on merit. Hi Banjo, Question is, did you get kickback from any MIS supplier on the basis that despite LA support centres foremost are impartial advisers: A. You registered schools interest with that MIS supplier before school contacts the MIS supplier - early mover advantage to that MIS supplier B. You the supported MIS supplier in promoting their product during the sales /evaluation process C. You received referral fee/ kick back annually for the next 3 years if the school signed up with that MIS supplier D. Finally, would your LA allow you to engage in such kickback scheme in first place eg governance or ethical grounds?

Yes indeed @Elsiegeek and threat of " Screenshot, photo with their phone camera, ..." applies to all systems in any application including on premise / non-cloud systems. We agree that well-enforced policy and procedure is the only way to address these concerns.

@Geoff you certainly know your stuff but how many out of 100 Primaries and how many out of 100 Secondaries are likely to have an SQL skilled staff like yourself? In fact even not many MATs either is likely to have SQL or MS Report Builder skilled staff! We are happy to be corrected.

Since 2010: Becta Report advice to LAs and schools on compliance to procurement law stand the same because procurement law has not changed. Becta Report key findings on LA procurement practices stand the same because no LA has been coming out to tender and market dominance continued the same level. Reduced barriers to entry? Barriers into the marketplace will stay the same unless LAs come out to tender. MATs are going out to tender. More diverse? Since the Becta Report in 2010 - more companies left the MIS market than new ones come in! Consequently since 2010 in summary the LAs stayed put whilst the MATS are leading the switch to Cloud.

I'm afraid we have no user guide /tutorial for Bromcom - Power BI as yet. However we have discussion paper on the subject. We are happy to share the 'discussion paper' on restricted circulation basis with bona fide school personnel. Please drop me pm with your details.

This is to assist to bring a clarification to PCTSTRU's points rather a promotion: We believe Bromcom facilities to access data is comparable to or better than any other new generation MIS balanced between accessibility and security being a cloud based platform. More recent exciting addition to data access is the fact that Bromcom's Reporting Engine will be available soon to produce a script which user can use the output data from the Reporting Engine to be a "live feed" into Microsoft Power BI and Excel and updating it with a simple refresh.

A very good question - a very simple answer: A licence relates to a specific version of the software irrespective of deployment environment. A software release containing more than break fix/bug fix (non de-minimis) is a new version and requires a procurement. A re-write certainly does! Why cloud is irrelevant? Let's say a user has a licence for MS Office 2013. Then has it hosted on MS Azure (IaaS). The licence the user has for MS Office 2013 and which is now on MS Azure, has nothing to do with MS' cloud offering Office365 licence or service. Yes, a local authority, MAT or academy or school wanting Office 365 needs to go through a new procurement irrespective of licences for Office 2013. DfE/Becta Report 2010 has specific reference to future cloud version and also de-minim rules. 7 years on procurement law has not changed and every bit of it applies - Page 4 paragraph 1.18: "However, the only supplier exemption would not include anything that could be acquired from othersoftware vendors such as new software modules or additional functionality. It also wouldn’t permitincremental changes to a product which were shown over time to have resulted in the supplierdeveloping new areas of functionality or indeed a completely new product. CMIS schools that use the Events tab for behaviour records are advised to complete our Excel migration templates with the details of their behaviour events, and we import that for them, instead of using a built in process. The main reason why we do not migrate from this section of CMIS is that the user can define almost anything to go into that area of CMIS. The user can create a list of ‘events’ (which may or may not be similar to our behaviour events), and then for those events create custom fields specific to those events. Different schools will have different field definitions for each event. Due to the structure of the events being non-standard across schools, this makes it unfeasible to migrate accurately without having manual intervention. As an aside, historically we have found that some schools have used this events tab for such things as communications with parents. This data would not be expected to go into the behaviour module. A final point, is what would be the expectation if a school was using both the events tab in CMIS and the currently-supported Behaviour management module for CMIS? We might even find a school that uses Events for one part of their behaviour model, and the Behaviour module for something else! To summarise; the schools in such circumstance are offered to use the Excel templates for importing this data, which has not mentioned in the above post.

Bromcom has no lock-in within cloud T&Cs. Bromcom will provide school a copy of their SQL database via secured FTP within 48 hours subject and within T&Cs. With UK G-Cloud (version 9 -pending) is now becoming even more demanding - pushing NIST more strictly, self service and "pay as you go for measured service" and ease of on-boarding and off-boarding with undertakings. More on lock-in with legacy (non-cloud) MIS later ...

"It's about ending these stupidly long legacy contracts and lock-ins." Well put - and the damage to the education/schools is immense! Proof of the pudding: 80% of UK market is on legacy MIS software costing £millions more in total cost of ownership and with inconvenience of thick client Windows application on every workstation! And of course denying full all the benefits of true cloud system.

This sounds like a really good and useful idea. May I suggest you post this request on Bromcom Support Web Site as an enhancement request. Hopefully other users will also vote for it and get it implemented soon.
