Why wont my GPO apply

please help I cant get a gpo to apply - the gp results wizard says it is not being applied becuase it is empty but it isnt. when the user logs on through terminal services the policies are not active.

 

as you can see from the uploaded screen dump I have got the remote test user in the remote users OU with the polict applied and enforced on that OU

 

any ideas

What does gpresult return on the client?
