CPOMS Transfers

Is anyone else finding that CPOMS is not working correctly with regards to transfers? We've had several children leave our school and their new schools have not been able to request transfers even though the pupils are archived from our system so recognised as leaving and have matching UPNs in both schools systems. We also have new starters who we can't request from their old schools either?
