The way I did it, was to log an office 365 support call asking for A1 + plus licences... it took a little time to get them but was successful in the end. Thread about it on here, will see if I can find it and post on here for you.

It's now called Microsoft Apps 365 for Faculty / Students - just been unpicking the licensing at a Primary I look after now and had a few conversations with their Agreement supplier (Pugh). This is what allows you to install client copies of Office now.

Initially raised a call with Microsoft, but they just bounced me to the reseller. I spoke to their reseller and explained what I was trying to do. I just compared to what I had, we have Office 365 A1 Plus listed whereas theirs was just Office 365 A1. But, this new entry was on there that I wasn't sure what it was; Microsoft 365 Apps. It's just speaking to one of their technical guys at Pugh and they had confirmation from Microsoft, which was this:

We have double-checked this with the UK local Team and it seems that the A1 Plus isn’t an option anymore.

The schools which are under OVS-ES agreement can add Microsoft Apps (previous O365 ProPlus) at zero cost if previously they had O365 ProPlus.

I believe that the 0 cost Add-On SKU’s are described as O365 ProPlus still.

The Student use benefit ratio is 1:15.
