Well, it says in the article that the design is for public toilets and that the designer came up with the design when he went to a public toilet that had a queue and that quite a lot of people who came out of the stalls were holding their phones. He thinks that it'll cut down on queuing times because people won't want to bog browse.

Maybe its just the places I visit, but I aim to spend as little time as possible in a public bog as it is. I don't need an incentive to 'drop and run' any faster
