About to roll out Share Point pilot for Curriculum site collection (including all subsites with unique permissions etc) and finding it difficult or rather limited when trying to edit a web page.

What I mean here is that any web page can only be edited in very basic way. Limited options only. For example I have included a long text file with headings/paragraphs I'd like to create table of contents at top of the page and links (anchors) to various paragraphs to make navigation easier.

Any advice welcome - maybe I am missing some kind of editing tools or am I just expecting too much from Share Point 2016 online?

Here is a screenshot of what I have put together for my school with the product. It is easy to use and you don't need to have any knowledge of html or css.

I like the look of that portal. Now I have activation detail and about to complete installation, just a bit worried about running them scripts on O365 .
