theres something similar in leeds for cars but above ground you get out your car and it shoves it in basically a car sized pigeon hole

The Leeds "stacker" car park got demolished a couple of years ago. The Dakota Deluxe Hotel stands on that site now, recently used by Arnold Schwarzenegger.

good idea - but how do they prevent them getting blocked up with leaves, litter, discarded curries and other less pleasant stuff?

They've also not considered that a lot of bike racks are also disguised security bollards. I only found this out after the Berlin car attack when I was reading an article that the UK is ahead of the game in preventing these attacks and European countries were seeking our advice in what measures to use, one of which is hide bollards as other things, bike racks, bins, etc, so pedestrian areas don't look like high security areas.

Unless the bike bit is solid and can replicate those rising crash bollards.
