I also found something else. If you allocate tags ONLY in Meraki main panel and not the DEP Panel it seems to never work right. I tried everything and as soon as i allocated a TAG on the DEP page everything started working better than it did before. Which is madness. Also make sure you click the tag rather than manually typing it of its entirety. This also affects if it works for properly for some reason too. I had issues with applications not installing before i used DEP as well but for some reason this fixed ALL of my issues. Meraki is buggy and causes hours of pain i think the company do it on purpose so that you buy one of their crappy things.
