Apple support had a look and just said ring the apple store with my ticket reference number and swapped them no fuss.

Danp Posted June 7, 2016 Author Posted June 7, 2016 Sussed it, found a few random posts online that suggested hotspotting a phone and using that to activate and set the date and time. It worked. Now they are working as they should.

The AppleTV's were connected to a mobile phone acting as a Wi-Fi hotspot instead of the school's internal Wi-Fi. This allowed them to use the phone's 3G/4G (etc) connection and activate. For future reference, the entire 17.0.0.0/8 block is Apple's, so if you whitelist all of those addresses you might find they update properly.
